Speaker Biographies

State Perspectives on the “Perfect Storm”

Phil Guidice brings diverse and expansive experience to the Massachusetts Department of Energy Resources.  He is a geologist (B.S. from University of New Hampshire and M.S. in Economic Geology from the University of Arizona) and management professional (M.B.A. from Tuck School of Business at Dartmouth) with over 30 years experience in the energy industry.

Commissioner Giudice serves as board member, board executive committee member and treasurer of the Regional Greenhouse Gas Initiative, Governing Board chair for the Massachusetts Renewable Energy Trust, leadership group member for the National Action Plan for Energy Efficiency, vice chair for the National Council on Electricity Policy and a board member of the Commonwealth’s Energy Facilities Siting Board.

Prior to joining DOER, Mr. Giudice served as Senior Vice President at EnerNOC, a start-up company providing electricity demand-management services to businesses, institutions, utilities, and grid operators.  The Commissioner was also a Senior Partner, and leader of Mercer Management Consulting’s global energy utilities practice. 

Tom Barone is currently the Director for Energy Efficiency Services at the New York State Energy Research and Development Authority (NYSERDA) in Albany.  He has over 23 years of experience in the energy efficiency field as a senior manager, department head, project manager, and engineer.  Mr. Barone directs a $100 million annual portfolio of technical and financial assistance programs and services, helping thousands of businesses, government facilities and institutions across the State as administrator of New York State’s System Benefits Charge Program.

Mr. Barone has been with NYSERDA for 13 years and previously worked for the New York State Energy Office and in the private sector.  He is a licensed professional engineer in New York State and has bachelor's and master's degrees in Civil Engineering from Rensselaer Polytechnic Institute in Troy, NY.

 

New Challenges and Opportunities for Utility-Sponsored Energy Efficiency

Penni McLean-Connor is Vice President of Customer Care and Energy Efficiency at NSTAR.  From an energy efficiency perspective, she is responsible for delivering a cost-effective portfolio of electric and gas programs to 1.4 million customers.  On the customer care side of the business, she is responsible for customer inquiries, billing, metering, credit and collections, and energy services.

Ms. Connor has over 20 years in the utility business and is author of the book “Customer Service:  Utility Style.”  Her newest book, “Energy Efficiency:  Principles and Practices” was published in early 2009.

She holds a BS in industrial engineering from North Carolina State University and is a registered professional engineer.  She serves on many boards, including the Northeast Energy Efficiency Partnership (NEEP), Consortium of Energy Efficiency (CEE), and the New England Clean Energy Council, among others. 

Camilo Serna joined Northeast Utilities as Director of Strategic Planning & Energy Productivity in November 2008.  He works closely with the operating units in developing and implementing the company’s annual strategic planning process, including development of NU’s energy productivity vision, which includes smart grid, energy efficiency and electric transportation.

Prior to joining NU, Mr. Serna was a consultant with Oliver Wyman (formerly Mercer Management Consulting) as part of their Energy & Utility practice helping clients developing new strategies, achieving improvements in performance and implementing change through process redesign, organizational transformation and workforce strategies.

Tim Stout is the Vice President of Energy Efficiency and Distributed Resources at National Grid.  He is responsible for the design, implementation and evaluation of National Grid’s electric and gas energy efficiency and demand response programs in New England and New York.  He has worked in a variety of energy efficiency-related positions at National Grid since 1987 when the company first began offering large-scale efficiency programs. Tim currently serves on the Boards of Directors of the American Council for an Energy Efficient Economy and the Northeast Energy Efficiency Partnerships.  Prior to joining National Grid, he worked as an Energy Specialist at the Conservation Law Foundation.  Tim holds a MA from Boston University and a BA from Middlebury College.

 

Luncheon Presentation: “America’s Energy Future”

Paul DeCotis is Vice President of Power Markets at Long Island Power Authority where he oversees strategic resource planning; fuel, energy and capacity purchases and sales; power project development and management; and participation in the region’s wholesale power markets. Prior to this Mr. DeCotis was Deputy Secretary for Energy in New York, serving as Governor Spitzer’s and Governor Paterson’s senior energy advisor.  He was also Chair of the State Energy Planning Board.

Mr. DeCotis previously served as Director of Energy Analysis for the New York State Energy Research and Development Authority and before that was Chief of Policy at the State Energy Office in New York.  Until his appointment as Deputy Secretary, he was President of a management consulting business, specializing in executive and Board development and strategy.  Since 1985, he has served as an adjunct faculty member at several colleges and universities including Cornell University, Rochester Institute of Technology, and Sage Graduate School.

Mr. DeCotis is a member of the Board on Energy and Environmental Systems of the National Academy of Science in Washington, DC; a member of the Energy Working Group of the Coalition of Northeastern Governor's; member of the Energy Resources Board of the American University at Kosovo; Editorial Board member of the Energy Efficiency Journal; and Executive Committee member of the New York Reliability Council.

Mr. DeCotis received his Bachelor of Arts in International Business Management from the State University College at Brockport, his Master of Arts in Economics from the State University of New York at Albany, and his Master of Business Administration in Finance from the Sage Graduate School at Russell Sage College.

 

Local Energy Initiatives

Kim Dragoo has been a Marketing Director at National Grid since the fall of 2007.  Before entering her current role she spent five years managing the commercial energy efficiency team in NE and NY.  Her current responsibilities include overseeing the development of marketing strategies to support energy efficiency, natural gas growth, customer communications and brand throughout National Grids’ US-based service territory.  

Ms. Dragoo holds a Bachelor’s degree from Bridgewater State College and a Master’s in Business Administration from Boston University.  Over the past fifteen years she has attended numerous conferences and trainings on marketing, energy efficiency and associated program development.  In addition she has participated in numerous panels at area conferences speaking on gas energy efficiency and related opportunities.

Sue Haselhorst is a Mechanical Engineer with over twenty-five years working in energy efficiency in a variety of roles.  She worked at Xenergy for 16 years performing energy audits, building system controls design and implementation (two clients were Boston’s Logan Airport and Hanscom AFB), and program planning and evaluations.  One of her more interesting projects was to establish a detailed picture of resource consumption at the Massachusetts Institute of Technology using room-by-room inventories, campus billing data and a sophisticated modeling and reconciliation tool.

Ms. Haselhorst has worked at NSTAR since 2001, again filling multiple roles.  She has worked in evaluation – designing a process for evaluating refrigerators in situ, among other contributions. She served a two year stint improving processes with competitive electric suppliers.  More recently, she has been involved with Commercial/Industrial program design, which has included project management for the Marshfield Energy Challenge.

Bradford Swing serves as Director of Energy Policy, City of Boston, Mayor’s Office of Environmental and Energy Services.  Mr. Swing is currently creating Renew Boston, an innovative service delivery entity that will coordinate the provision of energy efficiency and alternative energy services in Boston and will implement the City’s $6.5 million Energy Efficiency and Conservation Block Grant under the American Recovery and Reinvestment Act.

Mr. Swing supported the development of the City’s first green building (2002), and created the Mayor’s Green Building Task Force (2003-2004), which resulted in the adoption of private development green building zoning (2007).  He created the City’s green affordable housing program (2007) and the City’s Solar Boston program (2008).  Mr. Swing supports the Mayor’s Energy Management Board and its Chair, James W. Hunt, III, Chief of Environmental and Energy Services.  Mr. Swing practiced law at the Boston law firm Foley Hoag and was a judicial law clerk for the Supreme Judicial Court of Massachusetts.  He was educated at Harvard University, Kennedy School of Government; University of Pennsylvania Law School; and Oberlin College and Conservatory of Music. 

 

Smart Grid

Russell Henn is a Business Solutions executive with IBM Global Services Energy & Utilities Practice, with more than 25 years of experience serving clients in the major energy markets - - electricity, natural gas  and petroleum.  He has been a leader in IBM’s “Intelligent Utility Network (IUN)” solution group since 2005.

Prior to joining IBM, Mr. Henn held various executive level positions with PriceWaterhouseCoopers, MicroSoft, LG&E Energy, and Hess Oil.  He holds an MBA in Finance from University of Pittsburgh and a BA in Economics from the College of William & Mary.

Jill Feblowitz is a nationally recognized thought leader in the application of information technology to the business problems of the energy industry.  Her understanding of the needs of the industry is grounded in experience over the last 25 years working as a consultant and in the field.  Ms. Feblowitz has consulted professionals in the energy industry – working with all levels from traders and engineers to C-Level executives – representing Information Technology, Downstream Oil & Gas, Trading & Risk Management, Wholesale Energy Supply, Energy Delivery and Customer Operations.  She has consulted energy companies on constructing their IT strategy to fit the dynamic needs of the energy industry.

As Practice Director for Energy Insights, Ms. Feblowitz manages a group of analysts that provide research-based advisory and consulting services that will enable energy executives to maximize the business value of their technology investments and minimize technology risk through accurate planning in the areas of upstream and downstream oil & gas, energy wholesale, intelligent grid strategies and customer operations strategies.

Ms. Feblowitz also is lead analyst of Energy Wholesale Strategies, covering major application areas including energy trading and risk management, wholesale market operations, generation fleet optimization, and generation work and asset management.

Ms. Feblowitz is frequent contributor to trade journals such as Electric Perspectives, Platt’s Energy Business and Technology, Hart’s Energy Markets, and Public Utilities Fortnightly.  She is a frequent speaker at trade shows within the industry, such as the Edison Electric Institute/American Gas Association Energy IT Conference.  She also holds a master electrician’s license.  Ms. Feblowitz received her B.S. in Urban Studies from Massachusetts Institute of Technology.

Tim Roughan is the Director of Distributed Resources for National Grid’s electric distribution companies which serve 3.3 million customers in NE and NY.  His prior positions include Business Services Vice President and the Manager of Power Quality Services. He has been with the company or it’s predecessors for 26 years.  

The Distributed Resources group has piloted the use of customer-side distributed resources to actively manage the loads on the local electric distribution system using advanced metering and smart grid technologies. Other responsibilities include providing power quality engineering services to customers and coordinating DG interconnection to the Company’s distribution system.
